The revamped mortgage refinance program through the Home Affordable Refinance Program (HARP) could help many Orlando homeowners. Many borrowers want to refinance but have been stuck because of loan-to-value ratios, the down housing market, and issues with mortgage insurance. Lenders recently received instructions from the Federal Housing Finance Agency (FHFA) that have removed the caps on homes that are valued for far less than what they were bought for. For homeowners who have been paying their monthly mortgage payments on time but want an opportunity to refinance at today’s lower interest rates, they can now call their lender to see about getting into the HARP program.
The FHFA estimates that it could help 1.8 million homeowners with the revised version of HARP, which has been extended to run through the end of 2013. Lenders can vary how quickly they adopt the changes and the revised HARP program guidelines.
“This new phase of the Home Affordable Refinance Program will help reach more borrowers with negative equity so they can refinance into new Freddie Mac mortgages at today’s historically low-rates,” said Freddie Mac’s CEO Charles Haldeman, Jr. “These changes mark another step on the road to recovery for the nation’s housing market and…in making affordable mortgage financing available to America’s homeowners and future homebuyers.”
The revised HARP removes the 125 percent loan-to-value cap and the need for a new property appraisal as Fannie Mae and Freddie Mac have automated valuation systems to estimate most property values. It also reduces fees for borrowers who refinance with shorter-term 20 year or 15 year mortgages. Borrowers have to be current on their mortgage and have no late payments in the last six months. The original mortgages must have gone through Fannie Mae or Freddie Mac before May 31, 2009 to be eligible. Lenders will also have particular liabilities on the original loans waived when a refinance goes through HARP.

Distracted driving causes many auto accidents. As laws begin to ban texting throughout the U.S., cellphone providers are also starting to provide apps to help prevent the problem.
“These apps help prevent the temptation to answer an email, text, or call,” said Vincent Payne from Florida auto insurance company AGIC Insurance, Inc. “People won’t have to interrupt their driving to pay attention to what their cellphone is doing.”
For example, AT&T has launched a BlackBerry app called DriveMode that tells the person trying to reach the driver that he or she is driving and cannot respond. Users can customize the message or have the auto-response message get sent. As a free app, it is a no-brainer for drivers to start using much like an out of the office message.
“This is not only smart for everyday use, but will also help cut down on accidents that you could get in,” said Payne. “Distracted driving can cause an accident within seconds, which will hurt your driving record and affect your Florida car insurance rates.”
Before driving, the driver must turn on the app that will then disable web browsing, calls, emails and texts. Emergency 911 calls can still be made. The CTIA, an association of the wireless telecommunication industry worldwide, says that using a cellphone while driving can distract a person longer than other activities like eating, grooming, or turning the radio station. If a person must use a cellphone, hands-free options are far safer.
“Do not even be tempted to use a cellphone while at a red light, stop sign, or waiting for traffic to move,” said Payne. “It can cause an accident that can hurt you or another driver. The risks are not worth it.”

“Bad rain storms cause so many accidents,” said Orlando auto insurance agent Lee Rogers of the Florida Insurance Group. “Areas that are prone to flooding can total a car when the rising floodwaters take over the vehicle.”

“It is also about being proactive if you have to go out in a rainstorm,” said Rogers. “Do you have an emergency kit in the car, is your cell phone charged, and do you have enough gas should it take you a lot longer to get to your destination?”

The latest news from auto safety experts is that sport utility vehicles (SUVs) are becoming safer. Electronic stability control (ESC) has lessened SUV deaths and crashes. This comes as welcome news to not only SUV drivers, but insurance companies who know how popular these vehicles are.

The Insurance Institute for Highway Safety (IIHS) reported earlier in the fall that SUV deaths dropped by two-thirds in the latest year of reporting data. Besides ESC, SUVs are starting to incorporate front-end energy-absorbing structures that cars have used for many years. This means there are decreased chances that a SUV could override another vehicle in an accident and prevent the crash from affecting the front seat areas. Head-protecting side airbags have also been used in many of the new SUV models.
“The IIHS noted that from 2007 and beyond, SUV models come with many of these features as standard items in their vehicle lineup,” said Payne. “Safety features and a good driving record can help lessen your Florida car insurance premium too.”
Since SUVs have come more in line with car safety standards, the IIHS reports that pickups now cause more deadly accidents. Some cite their auto body weight, and the fact that trucks often carry heavy loads in the back for the cause of serious accidents. Auto accidents can present challenges such as what parts need to get repaired with your collision coverage and how to find the best auto-body shop. One of the biggest surprises in many wrecks is the cost of bumper repairs. The Insurance Institute for Highway Safety’s (IIHS) latest report on bumpers shows that repairs on this part of a vehicle have dramatically increased.
Vehicles from 2007 and newer sustain severe damage to their bumpers even at three miles per hour. Damage cost a minimum of $1,800 and went up all the way to more than $9,000 on midsize vehicles in their testing. This is in stark contrast to how bumpers were made back in the 1980s. For example, the IIHS tested a Ford Escort from 1981 and the bumper only had $469 worth of damage.
“Automakers could equip new cars with bumpers that are every bit as good as the 1981 Ford Escorts, but they choose not to,” said IIHS president Adrian Lund.
Part of the problem with fender benders is that bumpers are not made to align with each other. This is something that few drivers realize. Next time when you are on the road, notice that SUV, car, and truck bumpers do not match up. So when an accident occurs, extensive damage can happen to another vehicle because of the height of the bumper. The IIHS has encouraged auto manufacturers to at least match up all the bumpers in their fleet, but this has not been widely adopted. As a result, the IIHS has petitioned the National Highway Traffic Safety Administration to make manufacturers align bumpers on SUVs and pickups to be the same as cars. Otherwise, the expensive repairs will continue.
And in turn, this causes auto insurance premiums to go up. Car insurance agencies have access to data about vehicles that experience more costly damage and the rate of those vehicles in accidents. Thus, a person will receive an auto insurance premium and deductibles that reflects the risk of the car you drive. None of the 17 vehicles that the IIHS tested were luxury models either.
It seems that auto manufacturers have chosen to focus on other safety features rather than making bumpers more crash resistant. The IIHS traces this back to 1982 when the Reagan administration lessened federal bumper laws. Bumpers used to be made with sheet metal, extended far enough to protect headlights and the grille, and could be reformed after an accident even by using a hammer or basic welding to reshape it. Drivers today will most likely have to repair a bumper even after one fender bender.

Security devices can also deter a person from stealing a vehicle, whether it is an alarm or steering wheel lock. Cars are also starting to contain more high-tech features, such as the OnStar system. OnStar, for example, has a service where a person can report their vehicle as stolen and then the system can help to locate it with GPS technology. Once located, OnStar can slow the vehicle down or prevent it from starting as authorities recover it.
Otherwise, if your vehicle is stolen, report it to the police and your insurance company as soon as possible. Authorities will want to know when the car was stolen, any information you have about potential suspects or witnesses, and your vehicle’s description. Your insurance company will review the comprehensive coverage you have that compensates you should a theft incident happen, vandalism occur, or some part of the car’s built-in features be damaged. An insurance company typically has a set number of days wherein they must see if the authorities can recover your vehicle.

A father and son were thrown from their SUV in a rollover crash on I-75. Apparently the dad lost control of the vehicle and everyone was not wearing seatbelts. The two are dealing with serious injuries as they recover at St. Petersburg’s Bayfront Medical Center.
“There is no excuse for not wearing your seatbelt,” says Vincent Payne of AGIC Insurance, Inc. “This cannot only affect your life but make an impact on your Florida auto insurance policy. You don’t want to risk it over what takes less than a minute to buckle.”
Another incident further south on I-75 did not turn out so well. When a vehicle merged into traffic it hit the back of trailer. The auto with the trailer rolled over to the shoulder and ejected a man who was not wearing his seatbelt. He was pronounced dead at Lee Memorial Hospital. The driver and other passengers also went to the hospital for minor injuries.
“Unfortunately accidents like this are a reality and remind drivers that they need to protect themselves with smart driving practices and adequate insurance,” said Payne, who helps drivers obtain Florida auto insurance policies. “It is too late after an accident to get insurance or modify it to cover your concerns.”
Interstate 75 is more than 470 miles long in the state and covers most of the north-south route throughout Florida. As a main artery for drivers, it allows 70 mile per hour driving. As such, it is the site of many auto accidents. From accidents involving rollovers to merging incidents, driving at such a high speed with many lanes of traffic can prove deadly. I-75 has been the scene of wrong-way driving, accidents involving tire blowouts, and even incidents in road work zones.
“Drivers need to get in their car every day and make sure the tires are filled, that they are alert and able to drive, and have a game plan to get to their destination,” said Payne.
