Over the past two years, there has been about a 60% spike in sexual assaults reported in the military, according to numbers coming from the Pentagon that have been reported to the Associated Press (AP). Officials report that there were almost 6,000 victims of reported assaults in 2014, compared with just over 5,500 last year. The Pentagon changed its reporting method, and now each victim counts as one report.

These reports are preliminary and have yet to be publicly released, so the actual numbers could shift slightly as the reports are finalized. But, under the new reporting methods, there were 3,604 victims in 2012, 5,518 in 2013, and 5,983 in 2014.

The new reporting method counts every victim as one report, rather than having one report of a sexual assault contain multiple victims.

However, we should pause for a moment and consider the fact that this has always been a problem. New research and surveys suggest that victims are more willing to come forward and actually report such assaults than they were previously. The trend could be due to increased awareness of the issue, victims feeling more empowered, and a combination of other factors.

Based on the recently reported numbers, and an anonymous survey conducted by the Rand Corporation, officials said that about 1 in every 4 victims filed a sexual assault report this year. In contrast, only 1 in every 10 victims filed a report in 2012.

Certainly, the under-reporting of sexual assault is a problem inside the military and in society at-large. However, the military presents unique circumstances, where lower ranking troops are unwilling to report out of fear of retaliation from their superiors. In addition, females in the military can attest to the “good ole’ boys club” mentality that exists. And in fact, one new survey reported that 60% of women who said they reported sexual assault did experience retaliation or social backlash from their peers. There may very well be an additional feeling of helplessness due to systemic problems.

Lawmakers on Capitol Hill have complained that the Pentagon has not done enough to make it easier and more acceptable for victims to report harassment and assaults. Meanwhile victims have complained that they are indeed not comfortable going to their superiors to report sexual assault. Reporting such an incident is (unjustly) stigmatized as a weakness and infidelity to your fellow troops in a culture that breeds strength and loyalty.

While the reported numbers of sexual assault are going up, the gap between the real numbers and reported numbers is shrinking. That trend represents a positive step for the service branches, but we must recognize it is just one step in a process to minimize sexual assault as much as possible.

The Department of Veterans Affairs (VA) took a step forward toward alleviating the backlog of disability claims, but that problem is still far from solved.

For the first time since February 2011, the number of backlogged disability claims dropped below the 350,000 mark. That’s a decrease of more than 250,000 cases in the past year, a pace that officials believe they can maintain to bring the backlog to zero by 2015.

Still, 350,000 veterans remain in what has been a rather long waiting line for the past several years. The backlog number is based on the number of claims pending for more than 125 days.

VA Undersecretary of Benefits Allison Hickey said that new technology, the new paperless claims system, better training of claims workers, and improved communication systems have all contributed to the decrease. In addition, the Undersecretary acknowledged that mandatory overtime for claims processors over the last two years has been a critical tool for shrinking the backlog, but constant overtime is not a sustainable business model.

Although there is much work to be done, this is certainly welcome news. The backlog number is also at its lowest mark since before claims tied to new presumptive illnesses from Agent Orange exposure overwhelmed the benefits system.

The move to make those presumptive illnesses eligible for VA benefits in 2010 was popular among veteran advocacy groups, but it also led to a dramatic slowdown in the completion of disability claims as tens of thousands of new cases poured into the claims processing system.

The VA’s ability to deal with claims quickly and reliably came into question, and the Department received stricter scrutiny from Capitol Hill. Now, almost four years later, it seems as though the VA has achieved some progress toward shrinking the backlog for veterans.

How generous should Washington, D.C. be in granting work-related visas? A largely conservative camp argues that immigrants displace American workers. In general, conservative mindsets will not favor a a standardized, government-sanctioned flow of foreign workers into the United States.

But the agriculture industry, a powerful constituency generally aligned with conservatism, resoundingly advocates for immigration reform. And that rural call is perhaps loudest in Texas.

The American Farm Bureau Federation and the Texas Farm Bureau, its local chapter, have repeatedly ventured to Capitol Hill this year to lobby for immigration reform. They call for legislation that would provide a pathway to citizenship for undocumented immigrants, similar to a bill that passed the U.S. Senate in 2013. The agricultural sector has been full-throated in its support of what it perceives to be its interests, especially since the timing of the immigration debate coincides with an important debate over a new farm bill. Whether through price supports or through a guaranteed flow of immigrant farm workers, agricultural supporters are hoping to protect their farms.

“Let’s just cut to the chase on this thing: 85 percent of the agricultural labor that goes on in the state of Texas … is done by either undocumented or illegally documented people,” said Steve Pringle, legislative director for the Texas Farm Bureau. “If and when that labor supply is not there, that production simply goes out of business.” Representatives for the Texas Farm Bureau are among the most avid supporters of immigration reform. 

However, if one considers the importance of the agricultural sector in the overall economy of Texas, the farm lobby’s stance acquires a more general appeal.

Agriculture’s importance to the Lone Star State’s economy is quite clear:

Texas ranks second in the nation for total agricultural receipts (behind California)
Texas is first in the nation for total livestock and livestock product receipts, which includes 20 percent of the nation’s beef cattle and its largest concentration of sheep
As the nation’s top producer of cotton, Texas accounts for 29 percent of U.S. cotton revenues
Texas is the third biggest producer of nursery and greenhouse products as well as a leading producer of various grains, fruits and nuts

The increasingly noticeable rift between the agricultural sector and conservative political figures has grown at home as well as in Washington. Indeed, all the leading candidates for statewide offices (including lieutenant governor and agriculture commissioner) have been have been diametrically opposed to the position on immigration reform supported by the Texas Farm Bureau.

“Let’s just put it this way,” Pringle said. “We are finding conservative Republicans less and less supportive of agriculture.”

The role of politics can never be underestimated during the voters’ dance on Capitol Hill that spins legislation. As Congress enters another election year, conventional wisdom would say that immigration reform may be one of the political game’s most high-profile issues still standing without a resolution — except that history has tended to belie that conventional notion.

The general population of the United States has shown a long-term, marked resistance to the relaxation of immigration standards. This prevailing sentiment has, at times, translated into overtly anti-immigrant manifestations. Historically, these stances have been most pronounced during economically distressed times. In such circumstances, nativist groups lobby for restrictions to immigration on the premise that a restricted or eliminated flow of immigrants would help to preserve the dwindling number of jobs for Americans.

With the emergence of the Tea Party movement and the evidence of its strength within the Republican Party in recent years, many Republicans — afraid of being “primaried” by a more conservative Tea Party acolyte — have proclaimed their conservative bone fides on such sensitive issues as abortion, taxes and immigration. This phenomenon also tends to keep compromise-minded legislators from straying far from the conservative line.

But past statistics seem to suggest that election-year pressures may not be as pivotal as they are touted to be — at least not on the issue of immigration.

If one were to review the record over the last 50 years (a period that includes some of the most contentious immigration legislation passed in American history), it would become quite evident that election-year status has little bearing on the passage of legislation on immigration. Indeed, of the 81 immigration laws enacted during the five-decade-long period, 70 percent were passed in the same year in which a congressional election was scheduled.

It may seem counterintuitive that the prospects for immigration reform are better in an election year. But with the vast majority of immigration laws focused on such election-salient issues as the economy and law enforcement, immigration is quite magnetic as a running platform for an officeholder.

With the electoral environment more conducive to members of Congress running on immigration reform, perhaps it should be unsurprising that on January 30, 2014, House Speaker John Boehner, R-Ohio, promulgated a set of principles his caucus adopted that is more flexible and accommodating of an overhaul of the nation’s immigration laws.

Each year, the Social Security Board of Trustees releases its yearly report on the long-term financial outlook of the Social Security Trust Funds. The report includes projections for when those trust funds will be depleted.

Social Security holds reserves in two trust funds: one for Old-Age and Survivors Insurance, and another for Disability Insurance. Both of these programs are funded by payroll taxes. When tax revenue exceeds benefit payouts, the trust funds grow; when payouts exceed revenues, they shrink.

According to the Board’s recently-released report, the Disability Insurance trust fund is projected to be fully depleted in 2016. At that point, ongoing revenues are projected to pay for just 80 percent of scheduled benefits.

The Old-Age and Survivors Insurance trust fund is in somewhat better shape. It is projected to be depleted in 2033, the report said, at which time revenues will pay 77 percent of benefits.

These figures are based on the government’s best estimates for the variables involved, including economic and population forecasts. Congress will presumably act before allowing programs on which so many Americans depend to suffer such severe budget shortfalls. However, the apparent lack of action on Capitol Hill despite the fact that the disability trust fund’s projected depletion is just three years away is troubling in itself. If the economy’s slow recovery does not pick up or if the sharp recent growth in disability beneficiaries continues, the Board’s estimates might in fact turn out to be optimistic.
