Monday, President Obama vented his frustrations with the failures of the government’s health care Web site, but said the technical problems were not indicative of a broader failure of the Affordable Care Act.
“We did not wage this long and contentious battle just around a Web site. That’s not what this was about,” Mr. Obama told supporters during 25-minute remarks in the Rose Garden.
HealthCare.gov failed to provide the easy opportunity to sign up for health insurance that White House officials promised. Despite its deficiencies President Obama insisted that critics support the law.
“It’s time for folks to stop rooting for its failure, because hard-working, middle-class families are rooting for its success,” he said.
A number of people have been unable to sign on to the site or create account, and the technical advisers involved say it could be weeks or months before the issues are resolved.
The President made no excuses for the problems, but did not say whether anyone in the government would be terminated as a result. Certain Republicans have answered by requesting the termination of Kathleen Sebelius, the secretary of health and human services.
Mr. Obama offered other ways to sign up for insurance, including expanded call centers and in-person “navigators” who are at hospitals and health care centers through the U.S. Additionally, people can download a form to be filled out and mailed in, he said.
The President urged people to disassociate the Web site’s problems from the purpose of the law, which was to find a way to provide affordable health insurance to millions of uninsured Americans, he said.
“The product is good. The health insurance that is being provided is good. It’s high quality and it’s affordable,” Mr. Obama said. “We know that the demand is there. People are rushing to see what’s there.”

“Given that the Supreme Court backed the law, it means that roughly 93 percent of legal American citizens will have health insurance in place by the year 2016,” said Green. Nonetheless, there will still be millions of illegal individuals who will not qualify for coverage, and many legal residents who will go without it, some by choice and some because they make too much money to qualify for assistance but cannot pay for coverage. Groups that are likely to remain uninsured include illegal immigrants, potential Medicaid applicants and middle-class Americans unable to pay for insurance.
There are more than 11 million illegal immigrants in the U.S. today, but there is no provision for them in the new health reform law, which makes one wonder about the Obama Administration saying illegal immigrants are welcome in the U.S. “They will not be able to sign up for Medicaid, will not be eligible for tax credits and will not be able to use online exchanges. Why? Because they are not citizens,” Green said.
Potential Medicaid applicants will hit an all time high of about 77 million by the year 2016. Even though changing the system is supposed to streamline the application process, it is expected that many who qualify will get left behind in the dust, largely due to all the changes, which makes the application process a nightmare.
Even though the middle class will get tax benefits to help them buy health insurance, there are some families that make too much money to qualify for those credits but still do not have quite enough money to buy private health insurance.

However, while this sounds like a great plan at first glance, the stumbling block is the waiting period.

It looks like changes to the health care system, in the form of health insurance exchanges, are beginning to come to fruition. Witness the State of Vermont, which just recently voted to set up an exchange; the first step to eventually having a single payer program. While it does not go whole hog and propose a single payer system – yet – you can certainly see the writing on the wall.
Right now, the bill they are working with instructs the state to set up a health benefits exchange, as mandated by the Affordable Care Act. This needs to be up and running before any further steps are implemented. There is nothing quite like trying to create something in a vacuum with no clear guidance. Will they meet their deadlines? Who knows the answers to any of these questions? Problem number two may be how the exchanges are administered. That would be because the platform they are to use to run the thing would be funded by the feds, but governed by the locals. This means that if someone does not clearly spell out who does what, when, where and why, there are going to be major jurisdictional issues.
Here is something else that many people just assume to be the case, and that would include the feds and locals – that everyone has computer access. If you live under a bridge, you typically do not have computer access or know how to use one. Since most states seem to want to opt for an online regulated health insurance platform, how will those without computer access get health insurance? More to the point actually is how will those without homes, or without any income, afford health insurance or the fine they are supposed to pay if they do not have it?

The pool shows that a large number of doctors are opposed to health care reform. Why? Just about 3,000 doctors spoke out about health care reform, and they were not impressed with the general direction of the proposed changes. Overall, their major concern was that they could see health care deteriorating over the next five years. This was not just a small percentage that expressed that concern. The survey showed 65 percent felt health care would go to heck in a hand basket.
“Some of course thought it may improve, but that number ranked at 18 percent; hardly a resounding vote of confidence. Certainly, some also felt things would remain the same, under the principle that the more things change, the more they stay the same. That number was a paltry 17 percent,” Green said.
The major point that doctors kept referring to was the at least 32 million people that would be able to access health care if the health care reform legislation remains active. Who would treat them? The obvious answer was physician’s assistants and nurse practitioners; which may give many seeking medical attention some pause for thought that the person they are seeing is not a fully qualified and highly trained medical doctor.
As for how health care reform will affect the patients, many of the doctors interviewed felt the legislation had the potential to impact people in a negative way. In fact, 58 percent of the physicians were of a like mind on that subject. There were at least 27 percent who felt the changes would be good and positive in the long run.
“What will happen in the future? Who knows, but with surveys like this, it is bound to be interesting,” Green said.
